What the heck is the anime in this picture? I know you guy's will know it.

I know I've seen this before. I KNOW I have.

That picture used to be a cover for a cassete of music. The music was not Japanese, it was something completely unrelated, but the artist just decided to use an anime image. This is in the mid 90's, so the anime must be kinda old.

The back of that image is blank and it says NOTHING else. I KNOW I've seen that before, but I just don't know where.
