No, they are alright. These are the breasts Tsunade used to have - do you think Jiraiya called her "flat chested bitch" whithout a reason?
She probably got complexes because of Jiraiya's permanent attacks on her chest, so her "Young Tsunade Jutsu" makes her these Russ Meier monstrosities.
she was twelve years old when jiraiya told her that. In the episode when they're showing Tsunades flashbacks of the necklace thing they were huge!
