You can get episodes of Shura No Toki from SuprNova. Here is the link for 1-12, here is the link for 13, here is the link for 14, and here is the link for 15. I'm not sure who subbed 1-12 but 13-15 are subbed by Mutsu. I couldn't find Jubei Chan 2 on Bittorrent but you probably can get them from Solar's irc channel (#solar.enterthegame.net). Hope I could help.
If Jubei Chan 2 is licensed, which i think it is, you will never find it in enterthegame.... your best luck is to go to the big channels in rizon and try to find the episodes there
how about episodes 16 and above of Shura no Toki? does anyone know where to download them?
for episodes 1 to 15, it has already been there (suprnova) since july if i'm not wrong. After that i can't seem to find any new episodes of it anymore.

for 16 check if suprnova has it because the tracker that 16 used to be isnt working anymore...
or get on irc...
