the 1st 3 characters says "Yondaime" and the last 2 characters mean "hokage."
hehe i think capes look funny on people, can u imagine someone walking down the street wearing one, thats not a little kid in a superman costume
it's not really a cape. more like a long cloth trench coat. but when yondaime wears it, it's hot and it doesn't look funny on him.
