No I been looking all this week and all they have listed is the samurai x OVAs

I believe that Rurouni Kenshin: Seisouhen (which is also known as Samurai X: Reflection), is included in the OVA torrent that Anime-Supreme has which you can get from here. If you need the torrent link, here it is. Hope I could help.
