Besides if you want tires premises how about a couple dozen misunderstood kids with monsters inside them and another batch of avengers for about 200 episodes? You have to look at these things from the right perspective.
One thing wrong with this is that it's Robin there. I suppose you could say Kuma sent her there on purpose, but still it's a bit thick. Robin was herself a real sob story being a child whose island was destroyed and now she got to know another child who for some reason is working among criminals building a never-ending bridge till she dies. I guess lots of them must be victims of an ethic or political cleansing, not criminals, kind of like Robin is herself. Sounds a bit too tailor-made.
The guard said everyone there were either criminals or citizens of countries that refused to become part of the world government. I'm sure a lot of those people are moreso the latter.
Ah, yes. I forgot that detail. Well, that equals the political cleansing I mentioned.
