Couldn't it be that water negates their ability to control their devil fruit powers? So the power is still there they just can't use it while passive things are still on. So if he sends his arm into the water with enough force before hitting it he should still be extending his arm only with less control making it harder for him to use it.
I think that is more along the lines of how it works. His body still has the stretching properties, but he cannot really control it in water.
Sea water more or less makes them drain of energy, right? It doesn't completely negate their power, but they get tired and exhausted when exposed to Sea Water. So Luffy still could punch the Krakken, but the contact with the water would probably drain him.
But I fully expect Luffy to Haki the Krakken and take it as a pet.

You mean 10th right? Luffy, Zoro, Nami, Usopp, Sanji, Chopper, Robin, Franky and Brook. Thats 9.
Luffy doesn`t counts, he said in one of the first issues that he wants to have TEN member to join him, the issues where a SH officially joins usually has his number (i.e The one where Brook joins is called "The 8th", Zoro would be "The 1st")Quote:

Everyone's seems to wonder how the hell Luffy is going to tame the Kracken when he can't swim. Don't forget that franky the super carpenter is there. What better way to show off his post time jump skills then by crafting luffy some kind of underwater submarine battle suit on the spot.
They already tried the submarine approach the first time they reached the red line. They didn't get very far.Quote:
