Yeah, it's just a small detail, which hasn't been noticed before that episode came out. I'm sure that if you look every episode second by second there would be alot of small uncomplete details, but who cares. it may not be important, but it is fun! It gives us a chance to excersize the creativity side of our mind.
If you look at the guy's protector on the left, it almost looks like his is missing a symbol also...
Hmm... maybe they're a renagade group... they failed the ninja academy exams.. but they want to have forehead protectors anyway, so they stole a bunch of 'em before the metal could get carved into, and now they wear them around as the... "No Passers!" and they say to everyone they think will fail the exams... "You shall not pass!"

... in the preview you didn't see any smoke and in the real episode you saw the same scene... with smoke.. so
