Feh, While,i don't know about Itachi, cause I only read manga up to the anime, and all we know is that he is super-strong (Since he killed the rest of the #1 clan Uchiha), don't know how strong.
But if you look how the anime portrays it,
Oro>Jiraiya>Kazekage>=Hokage.
And Naruto>=Gaara
Reasons?
Oro is evil, and seems to be the big badguy, so he is probably going to be the strongest. Also, Jiraiya just ran off, Oro had more ambition and daring. It almost seems like Jiraiya is hiding. So, while Jiraiya might be close to Oro's power, he's probably a bit weaker. The 4th is dead, but he was most likely stronger than Oro and Jiraiya, since he became Hokage, and they didn't. Unless Oro wasn't allowed to "challenge up".
Kazekage is probably stronger than Hokage, because, well, Hokage is old. And it is stated that hidden sand has overall stronger ninja than Leaf, because they are in tight times, whereas Leaf is in relaxed times.
Naruto and Gaara, I didn't know how to put them on the scale, because we don't really know how much they can harness the demons within them. It is obvious that the Nine Tails Fox is probably strongest, since he could only be contained and not killed. The Sand demon, I think is weaker than the Nine Tails Fox, since it could be contained in an Iron Kettle, whereas Nine Tails had to be contained in a person. Plus, Nine Tails is in main character Naruto, Sand Demon is in soon-to-be-defeated-character Gaara (I'm just postulating this, since he is the main obstacle of this story arch). So obviously, Naruto defeats Gaara.

as for the 4th beating kyubi....well its hard to say how strong one needs to be in order to perform advanced sealing jutsus
