I think people are reading way too much into this, I think when it came to the exam, the obvious skill and determination that Rock possessed easily overshadowed the small technicality that he couldn't pull off a bushin.
I think they would have recognised his obvious potential and just let him slip through, I doubt any strings were pulled by Gai or anyone else. Or then again, maybe he was able to barely pull of a bushin once, maybe he got lucky.

Rock Lee, who has no Nin or Gen skills, could do a Bunshin and Naruto, who people didn't classify as having no Nin or Gen skills couldn't? I think the most plausable theory is that he got lucky and came up against a taijitsu test. Afterall, that is the third way a Ninja can fight so no reason why it can't be tested as well. Thouhg now I'm wondering what kinda of taijitsu they were taught at the academy.
