That certainly explains everything: They went to Studio Pierrot and borrowed a couple of filler script writers. I should have recognized the unique excellence of the writing instead of thinking this story simply sucks towards the end.
It's funny how so many of the manga artists are so enticed by the prospect of an animation that they don't care if it ends up soiling the name of their title. I suppose that, for its own small part, tells how brutal the business is and how hard it is to make a living out of it.
