It's an event held in Akihabara to raise awareness for global warming. The maids are actually from the various shops and cafes along Akihabara, and the theme of the event is to "cool down" the streets of Akiba for their "goshuujin-sama" (masters). More information here if you're interested. In Japanese text only though. :)
