Because being a ruler is over-rated. It is a lot more administrative/boring/repetitive then it is worth. For the life of me I can't figure out why anyone would bother taking over. I know that people have these big ideas of what they would do when they take over, but assuming they do get to do them, that usually lasts only a short time then you get into the rut of taking care of all the responsibilities of being in charge. Not taking over shows me a lot intelligence on Lacus' part.
