Seriosly you should start looking at tuts on the tools and what to do before you start looking on photo manip tuts. Take it easy, no one becomes a master over night.

You should just play around with Photoshop for a while first. Learn the interface. Make a new picture and do some random filters. Learn how to use the basic tools (marquee, brush, erasor, gradient). Just fiddle around the program, but avoid messing with the Settings. Once you're comfortable, read some tutorials.

Keep in mind, you can do a lot of stuff with just the basic tools. It's how you use them that matters. Even now there are still some tools that I don't know how to use , like Pen. Oh wait, that's the only tool I don't know how to use.

This took me a while, considering it's only my third, but I kind of like the effect.

Tutorial for the glowing eye effect I used on my latest sig. It's quite trivial, but still...

Finally, a new tut. This one took me forever, seeing as how the first time I finished it photoshop crashed before I could save it. I think it took me like, three or four hours total.
