I like Rock, hes an cool character. His fights are among the best in the series since I have yet to dislike any of his fights so far. Sasuke earns the 2nd best fight scenes imho. Rock has a cool personality being a Mr. Nice-guy and I love his determination to win. He trains so much to reach perfection that even if he gets knocked out cold his unconsiousness manages to keep his pride in tack. This is noticeable in the end of Gaara Vs Rock Fight, almost made my shed a tear.

Rock is among my fave character list but he isn't my fave as Gaara and Neji succeed him in my views. I too think Nejo would still be able to beat Rock in a 1 on 1 fight. I think Neji was just shocked that Rock could unlock some of the gates. Would be a nice suprise if Neji could unlock some himself to make a stronger byakugan. Neji is very smart and I think he would out witt the masterful Rock Lee. Neji is also competant in taijutsu too with his familys famous fighting style. Neji gets the upper hand with defense and with the aid of his white eyes.
