It could certainly have been a lot better. That kidnap - phone thing is getting old as a plot device, and it didn't add much to this episode, but took lots of time. It had a bit artificial feeling with all the characters like Urahara getting somehow involved in the story, but not really doing anything. And the villains are starting to look no better than the regular Naruto filler bad guys. The first filler ep could have been an opening to a more sinister story, but this second episode doesn't bode well.
