Those are NOT whiskers. They are certainly marks that are supposed to SYMBOLIZE fox whiskers, but they are not single long hairs coming out of his face. They are just lines on his face, like a tatoo, but he has them naturally.

They even widen into red slash marks when he goes kyuubi. But they still aren't physical whiskers.
