i think he meant that THEY (the marines/navy) need a crew that is better than the strawhats, not that they wish there'd exist a more powerful piratecrew..

If I we're Luffy I wouldn't know how to to fight Smoker to be honest. Tashigi, I'm sure zoro can more than handle her.

take on usually means fight with.. doesn't it? :<

The phrase "take on" has various meanings in different contexts, if you read his post carefully you would see that he meant "hire" someone instead of fighting someone.

At least that's how I understood it.
