Okusama wa Mahou Shoujo is a...parody is not really the right word, it is more of commentary on the genre. It poses the question, "What happens to magical girls after they grow up?" It is a comedy/drama/romance that deals with adult issues with a magical girl spin.
Ureshiko never really grew up, because she wanted to retain her powers as a magical girl. Years later, now she's 26 and barely fits into her magical girl outfit. She had kept her dominance over the city known to magical girls as Wonderland, keeping it exactly the same as her mother did, fending off the overwhelming majority of her successors. If she or any other magical girl kisses a guy, then their powers are lost. Tatsumi Kagura moves into her house as a tenant, and the story starts from there.
Is it worth watching? Once. It has some pretty good commentaries on coming of age, responsibility, selfishness, and interpersonal relations. It poses a pretty good What If, and does a great job of fleshing that out fully.
But I think you may have trouble finding a sub. Media Factory was exceedingly aggressive about protecting it.
EDIT: If you liked Asatte no Houkou and enjoy the occasional magical girl anime, you'll like Okusama wa Mahou Shoujo.
