Ah no Naruto and Luffy aren't anywhere near the same speed when it comes to achieving their goals. Naruto has not done anything that would further his goal of becoming hokage other than talk and after Sasuke left the village he pretty much gave up on it because he thinks if he can't save Sasuke he doesn't deserve to be hokage. On the other hand every single thing Luffy does whether its intentional or not, helps him get closer to his goal of becoming king something that he has never lost focus on. Albeit Naruto is closer to his goal than Luffy but thats only because of the nature of their individuals goals and the things necessary to achieve them, in that regard I don't even see how or why anyone would compare the two.

All Naruto has to do, is do some goddamn training so that he isn't a freaking invalid and then sit on his ass and wait for the position to be handed to him.
