If we are talking Naruto throwing the Rasenshuriken and the Kirin coming down the sky, I would have to go with the Rasenshuriken. Wind does beat Lightning. And I know it has more to do that just the elements, it also has to do with how strong the attack is, the Rasenshuriken has quite a bit of power, but I am unsure how it would hold up against a large scale lightning attack. Especially after considering this It is is more like posion that it is anything else. I am not sure how that would work.
