About Max though... I didn't think he could have done anything else in that situation, except depend on the last remaining (he assumed) Valkyria. Granted, he did nothing smart either, but no one does in this show, except maybe invent smoke grenades.
Alicia might have an edge over Selvaria, but as they've shown, one Valkyrur isn't everything. At first, his army was doing fine until they shot his tank's engine. After that, Selvaria came and started annihilating the enemy and taking most, if not all the fire. And now, his tank's fixed.

Well, it's not fixed anymore, so at the very end he really did have no options.
