It seems as if he's got plans bigger than just pulling strings. And now his strings have gotten thicker and stronger, and he has more of them now that he has total unofficial control and say over all jounin activities.. Till the jounins come in and do their voting that is. I personally like how he can't make his 'plans' happen just yet. He still has one final test to pass before he's official. It was smart of Kishi to pull this off because hopefully we'll be getting some faithful village jounin love getting mad at the fact that he was elected in the first place. I can think of a ton of jounin who won't be happy with this decision. Kakashi, Gai, Kurenai, mostly people who loved the teachings of the third. To name a few.
