Was the royal assistant person there voiced by the same person as Chopper?

Also, I've never liked Oda's character designs, but the amazons are particularly terrible. Half of them look like bobbleheads. And no, it's not the anime's fault, they look like that in the manga too.

How is the uncanny valley applicable here? The amazon characters look completely inhuman, but they still freak you out. Isn't that the opposite of the Uncanny valley?
