The War is on. but, man, there is some serious lampshading going on with the groups' intelligence. Unless the Slasher's leader only gained the memories of the direct previous leader, the "infiltrators" the Slashers have in the Dollars and Scarves should be able to figure out at least one of the leaders. and i have zero idea why Celty doesn't just tell Mikado what she knows...
