I doubt Robin would have troubles with CP#, i think i remember CP9 being the strongest? the fact that they didn`t helped also points at her not being on good terms, if they were CP# surely they would`ve asked help to any of the marines nearby instead of being all sneaky around,

They weren't undercover. They were agents on Robin's trail that likely had been for years now. If they have an opportunity to pluck her from the group discretely, it would probably be easier than just summoning a war between marines and the whole crew together. I said they were CP agents, not CP9. They seemed too generic too be CP9 anyway.
Or maybe, as Chopper suspected, they were just kidnappers, since half the archipelago is lawless and a lot of bandit groups exist there.

An organization dressed in a similar manner to the men who took Robin in the first place want to capture her alive, to me it sounds like Dragon didn't want to part with the poneglyph reader just yet.
