I think that's all just his Susano'o. Everytime Sasuke's hatred increases, it seems to grow another layer.

Started out a skeleton. Then grew muscle. Then grew skin and a bow and arrow. And now is wrapped in some kind of living cloak.

I assume that's the animators being shitty. It wasn't like that in the manga in this scene was it?
