I think that comparison is hyperbolic.
Having and not having electricity is not the same as playing video games with or without a VR interface.
Their VR interface isn't like our Oculus where it's just a camera stuck to your face. Theirs integrates all of your senses to the point where you can have sex. VR in their world isn't just another screen or console. It's a different level of experience all together.
With that in mind, I don't think electricity is much of a hyperbole.
