Seriously, remember when Jonathan was fighting Bruford, and the only reason he won was because he was an epic hero? Or when he fought Tarkus, and only won because Zeppeli got himself killed? Stuff used to happen on this show. Cool stuff. Funny stuff. Heroic stuff. There was a mystery. And a sense of urgency to kill Dio and, later, the Pillar Men.
The Japanese are nuts if this is their favorite arc. Dio needs to man up and actually do something, even if it has nothing to do with the party.

Well, he literally has no objective other than to be the Big Bad right now.
It's not like Kars, who wanted the stone. Dio has already basically achieved whatever it was he wanted. All he really needs to do is kill the Joestars when they show up. And he's not going to go out after them because, then we wouldn't have a story arc.
Also, he still dies in sunlight, so that's a good excuse not to travel much.
The episodic nature of this season of jojo is really tiring. :/

Having only, like 3 enemies in an entire arc was also fine when you only had two protagonists.
Once you have 5 protagonists, you need more enemies yo!

Ronnie James Dio probably didn't have a copyright on the name Dio(also, he's dead). Whereas The Captain and Tennille probably is.
Especially given that The Captain's real name is Daryl Dragon. So calling him Captain Dragon is the translator still referencing the same musician, just without using the probably copywritten name of his act.

I would give the Japanese a little more credit, we're used to this style of storytelling but apparently this was one of the first tales to be told this way in manga (maybe the first?). I think the Fist of the North Star author was inspired by part III's art and fighting styles, it is kind of apparent. We're so used to it everything seems cliche but back then it must have been incredibly interesting as something entirely new.
I don't see why HorribleSubs would give a shit. They already translate the "don't copy" warning verbatim. And the Japanese script clearly said "Devo", but Horrible changed that name too.
On a different note, this week's episode reminded me of the Richard Matheson short story titled "Prey". And it creeped me out a little bit. Maybe because I watched Chucky 2 when I was like 8.

HorribleSubs doesn't actually translate anything. They just rip video from other streaming sites.
In this instance, they're probably ripping Crunchyroll, who actually license the anime they stream, So they're probably using the "official" subtitles.
I know Soul Sacrifice is the name that Viz Media gave to Devo, so I'm guessing their in charge of the translations.
It was pretty creepy, particularly because Silver Chariot was minor enough a character that he could well die (until you remember that he's got that mission to find the 2-RHand-man).

He's a tsundere. He tries to act all cold, but always does the right and heroic thing in the end. He did in fact save the little girl from drowning, the thief, and is trying to save his mother who he always acted cold to, and the world on the side.
