Roe2 has to be one of Shiroe's alts. I don't see what else she could be at this point.
Considering a Chinese gold farming bot is a person now, this doesn't seem too farfetched to me.

She even said she was coming from where Shiroe went on his adventure, so something must have happened to trigger his alt getting created as a person.
