I dunno if she was naked in the manga or something, but she was definitely wearing a suit here. You could see the edges of it around her neck and wrists.

How about equipping other people with it? Like, the elite soldiers? But who cares about preventing the death of millions ....

I assume for the same reason they don't equip every soldier with Iron Man armor in Marvel?
