the jounins we know of at the moment are all high levels jounins - we havent heard from the weak ones.

when the ANBU met with Anko she told them what to do if you remember - this leads me to believe that the specialised jounins are higher up then the average ANBU but its just like another jounin telling another jounin

the ANBU are there to protect so they're assigned orders by people of higher ranks and specialist jounins are higher up
