After all, he has got that Demon fox inside him. And it is an extremely dangerous thing to have around should it break out. I guess he's suppose to keep a very close eye on Naruto so that he can see it coming, and it keeps track of him via that seal Naruto has on his chest.

Although he's being lazy and after all the years he dosn't think the fox will break free. So he dosn't keep an eye on him anymore. The only time you saw him use it was when 'Naruto' ran off with the sacred scrolls. Naruto hasn't done anything bad since then, and he's never used it on anyone else except Naruto so far. So that's my theory.
