Sasuke was nearly out of breath after his first couple assaults on Gaara, whereas Lee was perfectly fine up until he used Lotus. So, Sasuke hasn't MASTERED Lee's taijutsu. Lee trained for Mastery, where Sasuke copied for strategy.
