Well... If that scroll is somekind of a contract which can cause a subspace distortion or can "bend space" to a certain location in space and time maybe in other universes to locate and bring certain types of animals to a certain location(and yes I have read on few scientific publishes that there may be many different or not so different, and one similar to our universe)

So if it could do that and enable that way someone to do that jutsu on his own, it would require vast ammount of energy. And since the bigger the distortion or bend you make the more it needs energy. And from what we have seen, only three people have summoned Gamabunta (4th, Jiraya and The Kyubi Naruto )
All of them powerful, so I think yes, in Naruto universe it's possible to summon frogs and etc.



And NO! Chidori's alias "Lightning Edge" is not a rumor, since Gai said that it's called Lightning Edge!
