I still don't really think that this was filler. Just because something is dragged out doesn't make it filler. IMHO filler is when an entire episode has nothing to do with the progressing story. For example, Getbackers has a lot of filler episodes... entire episodes where they go to the hospital, or they go on a picnic and fight some monkeys - these stories have nothing to do with the main plot.
However, the staring and conversation in 66-67, however dragged, was still part of the story, therefore not filler IMO.
