Maybe I missed it when i was reading back then, but thats what I thought. He used the seal method, TO SEAL oro's arms, cuz he couldnt seal oro's soul completely.
Chapter 137 - pg 15 - 16 - The 3rd sealed Orochimaru's arms from Orochimaru's soul. The body Orochimaru was in, you see his hands rot as his soul arms are removed. The 3rd said he was stealing Oro's Jutsus thus stopping him from using his arms again. So it doesnt make any sense for Orochimaru to have working arms in a new body if it was his soul that his arms were removed. OR <span style='color:red'>Does the arms rot in a matter of time?</span>

Yes, it's all a bit confusing - it also raises the question, how could Tsunade heal the arms when they are sealed?
