I don't think it depends on the RAW, because they have to re-encode the RAW to 'burn' the subs in it. This re-encode can be done with every filesize you wish.
Note: the episode where Naruto releases the Kyuubi chakra against Neji is also bigger, because more bitrate was needed. </td></tr></table><div class='postcolor'>
