Yes, it is... but considering that, no matter how many times or how loud she says that and Saske couldn't be deafer to it, I think it can be called that. Soliloquy is basically talking to oneself, no matter if you're talking out loud (like those people with cellphones[img]i/expressions/face-icon-small-smile.gif[/img]) to yourself, or if you're only thinking.
I'd also quallify it as a monotonous soliloquy...since it's not exactly creative.
Ok, second definition... a dramatic monologue that gives the illusion of being a series of unspoken reflections that Hamlet thing to be or not to be... Wow, Sakura at the same level than Hamlet...and you people dare to say she is useless.
The reason I chose the word "soliloqui" [sic] is that a soliloquy is rarely heard (if ever) by anyone actually IN the play, just by the members of the audience. I have yet to see anyone say "damn, dat bitch be loooud!" or some appropriate analogue in Japanese. Nor has her yelling stopped anyone's actions, or prompted anyone's actions. It's kinda like she's completely divorced from the series alltogether, being drawn into the pages after the fact. The only people that see her, with any real constancy, are Kakashi and Ino. Ino is another character that gets under my skin but.... another discussion for another day.
