Kabuto being one of the stronger ones is probably true, even though he is technically a Genin. Also Jiraiya and Orochimaru aren't really Jounin, they're Sannin, which is above Jounin level. Otherwise, one them would be the obvious choice.

And, I believe Sennin is a title, not a rank.

Sharingan 3y3, yet again please familiarize yourself more with the boards. Read the discussion under "Jiraiya's forehead protector" in open discussion to know the difference between sannin and sennin (and there is one.)
Either way, I don't think he meant sennin or sannin to be included in the choosing. After reading the hierarchy thread and the forehead protector one he can decide if he wants to edit it in his orignal post, so that nobody chooses them.
