Okay, got the bg done.. pretty simple because I couldn't really think of anything to do.
That's a thumbnail.. I put 3 sizes of the bg in this zip file --> Wallpapers
Well, I think what you could do is just use flat colors for the BG people and buildings. Try and make the sky actually look like sky, and add a shadow that he casts on the pavement.

nice work as ussual, but i think that the eyes can use a little more work, there kinda crookid, well to me that is, but over all the char looks awsome, u shold start ur own anime bc u got the skills and talent for it
