Sakura will become stronger, probably her character will be build up in the future( I never read the Manga). If they will build up the character now it will have an conflict to the other story. The Uchiha clan story, they are still building up Jiraya's character, and other story. If they build up Sakura's character now it may be to much to handle and the story may got messy.

A good example of this was when the village was attack they are so many story it did not get messy but they have to go to scene to a another scene and another scene. They have to cut a scene to go to another scene.

The point is that if they build up the character of all people at the same time it would be to much for us to handle. Imagine in a 3 episode there is a 10 subplot being introduce, that will not be good.

actually jiraiya IS very talented/strong that's why 3rd chose those 3 as his students and he even holds the name for that so we did know he was very strong it's not like he's developing now, but sakura is just nothing even almost every character became kind sronger but after 86 episodes she still the same and i dont see the point what she's waiting for to show off
