Really depends on your definition of filler. If filler is an ep that goes into some side story or one that isn't in the manga, then no, it's not filler. Every ep in the anime has followed the manga so far, and the next one looks to be no different. Now, if filler is an ep that doesn't involve huge, climactic ninja battles, then.... maybe it's filler.
