I can see it being better than chidori. It doesnt look to waste chakra, it doesnt seem to take as long to charge or as much energy to charge. You also dont need any type of movement to get the full power (i.e. chidori and running). Chidori is used as a one chance spear, this technique looks like if you miss you can try again. Didnt Jiraiya say chidori was wasteful or wreckless, something along those lines. I would believe Jiraiya when he says his justu is better.
