Well, if we define potential as the difference between a current state and how far they can go (the actual gap) then I would have to suggest Sakura. Now stay with me:

Sakura (Now)............................................. ..................................(Greatness)

Big gap - Large potential.

Naruto (Now)............................................. .............(Greatness)

Smaller Gap - Less potential.

This is just an example and just an opinion.
Thing is, how do u know how far they can go?
