i think oro was referring to if naruto can use the kyuubi chakra right then. oro was probably expecting gamabunta and as u know, u need a HUGE amount of chakra so naruto of course would have to tap into the kyuubi's chakra to be able to summon gamabunta. he says "i think not" or whatever because naruto wasn't able to summon gamabunta instead a cute lil yellow frog.

oro says that naruto's 5 seal thing was removed by one of the sannins...and they deduce that jiraiya did it and naruto is now jiraiya's pupil.
