Not everyone says Ninpo in their Jutsu names, because its kinda stupid and redundant to do so. It just sounds cooler, like Tsunade's regeneration jutsu. Instead of just "Souzou Saisei!" its "Ninpo: Souzou Saisei!" Definitely has a better ring to it
