This is actually the perfect time for everyone to get power ups since they are about to fight some crazy enemies. The concept of Death Scythes was introduced at the beginning of the series so it doesn't feel so cliche.

Everyone is already plenty powerful, so the only one who needs this upgrade so far is Soul

Besides it's not like there are Witch souls just laying around for anyone to catch
