Whether you find something amusing or not is completely subjective. And racial connotations can be applied to anything.
Unless I'm mistaken, it's not fake.
So it was not intended to be funny nor, by extension, racist. It is what it is. Raccoons standing in front of a bus. The humor arising from the realization that it only appears that they wish to board the bus. Since this is something raccoons do not usually do, it seems to be a wonderful coincidence.
It's not hilarious, just a cool picture.
