1.Itachi(even if u dont see into his eyes Itachi can use other jutsu and the best one ~Amaterasu~
2.Tsunade(shes old and has menopause lol but seriously I do think she is the 2nd strongest)
3.Oro with arms
4.Jiraiya
5.Oro wothout arms
